Senior Manager (Festivals)

About This Role

This role play a key role in shaping and delivering HeritageSG’s flagship festivals, driving high-impact public engagement and strengthening cultural visibility at a national level. You will lead the development of innovative and future-focused programming, working closely with a wide network of partners across government, cultural institutions, industry and international collaborators. This role offers the opportunity to oversee end-to-end festival planning and operations, ensure strong governance and delivery standards, and advance heritage innovation through strategic collaborations -while positioning HeritageSG as a leader in festival-making and heritage outreach. You will be part of the organisation’s Festivals & Precinct development team.

Job description

Lead the strategic direction and delivery of HeritageSG’s flagship festivals for public engagement, cultural visibility and national impact, working with 60 – 100 partners per festival edition.

Drive the development of festival programming with strong creative input, shaping innovative, future-focused experiences that strengthen audience engagement and relevance.

Oversee festival planning and operations, including annual workplans, budgeting and manpower planning to ensure effective and coherent delivery.

Build and maintain strategic partnerships across government, cultural, industry and international stakeholders to grow the festival’s reach and impact.

Ensure strong governance across procurement, finance, commissioning, and delivery processes in line with public sector requirements.

Advance heritage innovation through cross-sector collaborations, experimentation and strategic partnerships that expand the scope and quality of programming.

Support senior stakeholder engagement and position HeritageSG as a leader in festival-making and heritage outreach.

Present key plans and updates to senior leadership and Ministry stakeholders.

Requirements

Bachelor’s degree in Arts Management, Events Management, Communications, Hospitality & Tourism or a related field.

Preferred with 5 – 7 years of experience in large-scale event management and social media marketing.

Proven expertise in managing end-to-end projects, including administrative timelines, financial oversight and strict adherence to government procurement procedures.

Demonstrated track record in delivering high-impact placemaking initiatives and festivals, utilising creative strategy to enhance visitor experiences.

Exceptional communication skills with the ability to lead collaborations between precinct owners, vendors, community partners, and diverse stakeholders.

Fluency in English (both verbal and written) is essential; proficiency in other local languages is an advantage.
