Role Overview
The QHSE Manager is responsible for leading and managing all Quality, Health, Safety, Environmental, and Occupational Hygiene activities for offshore subsea installation and marine construction operations. The role ensures compliance with client, regulatory, statutory, and international offshore standards while driving a strong culture of quality assurance, operational excellence, and safety across project execution, vessel operations, fabrication yards, and offshore campaigns.
The QHSE Manager shall support offshore installation activities including subsea construction, mooring installation, SURF activities, heavy lifting, diving, ROV operations, cable laying, hook-up, marine spread operations, and fabrication quality oversight.
Key Responsibilities
QHSE Management & Leadership
- Develop, implement, and maintain Project QHSE Management Systems in accordance with company, client, and statutory requirements.
- Lead QHSE planning for offshore installation projects from tender stage through execution and close-out.
- Promote proactive quality and safety culture, behavioral safety initiatives, and continuous improvement across offshore and onshore teams.
- Provide QHSE leadership to project management, vessel teams, subcontractors, fabrication yards, and site personnel.
- Ensure alignment between project quality objectives and offshore operational execution.
Quality Management
- Develop and implement Project Quality Plans (PQP), Inspection & Test Plans (ITP), and quality procedures.
- Ensure compliance with client quality specifications, contractual requirements, and applicable industry standards.
- Coordinate inspections, audits, surveillance activities, and quality verification during fabrication, installation, and offshore operations.
- Monitor non-conformance reports (NCR), corrective and preventive actions (CAPA), and lessons learned processes.
- Interface with clients, third-party inspectors, classification societies, and certifying authorities on quality matters.
- Support vendor and subcontractor qualification, evaluation, and performance monitoring.
- Ensure proper control and retention of QA/QC documentation, records, certifications, and traceability requirements.
Offshore Project Support
Support offshore campaigns including:
- Subsea installation
- Mooring installation
- Riser and pipeline installation
- Heavy lift operations
- Diving and ROV activities
- Anchor handling operations
- Offshore hook-up and commissioning
- Cable laying operations
- Participate in SIMOPS planning and risk management activities.
- Review offshore procedures, method statements, JSAs, PTW systems, lifting plans, ITPs, and marine operations documentation.
Risk Management
Lead and facilitate:
- HAZID
- HAZOP
- HIRA
- JSA/JHA workshops
- Toolbox talks
- Emergency response drills
- Quality risk assessments
- Identify project QHSE risks and implement mitigation measures.
- Ensure critical lifting, confined space entry, working at height, hot work, marine transfer activities, and critical quality activities are properly controlled.
Compliance & Assurance
Ensure compliance with:
- IMO regulations
- Flag state requirements
- ISM Code
- IMCA guidelines
- Client QHSE standards
- Local regulatory requirements
- ISO 9001, ISO 45001, and ISO 14001 standards
- Conduct internal and external audits, inspections, vessel/site assessments, and management reviews.
- Monitor subcontractor and vendor QHSE performance.
- Support certification and external audit activities.
Incident Investigation & Reporting
- Lead incident and non-conformance investigations using root cause analysis methodologies.
- Prepare incident reports, NCR reports, corrective actions, and lessons learned.
- Monitor QHSE KPIs, statistics, trend analysis, and project performance indicators.
- Submit weekly and monthly QHSE performance reports to management and clients.
Environmental Management
- Ensure environmental compliance during offshore operations.
- Monitor waste management, spill prevention, chemical handling, emissions control, and pollution prevention measures.
- Support ESG and sustainability initiatives where applicable.
Emergency Preparedness
- Coordinate emergency response plans for vessels and offshore worksites.
- Conduct emergency drills and crisis management exercises.
- Interface with marine, client, and local emergency authorities when required.
Requirements
Education
Degree or Diploma in:
- Occupational Safety & Health
- Engineering
- Marine Studies
- Environmental Science
- Quality Management
- Or related discipline
Experience
- Minimum 8–15 years of QHSE experience in offshore oil & gas or marine construction industry.
- Minimum 5 years in subsea installation or offshore construction projects.
- Experience working on offshore vessels, fabrication yards, and international projects preferred.
- Familiarity with FPSO, SURF, mooring, subsea construction, and offshore quality management activities is an advantage.
Certifications

- NEBOSH International Diploma / IGC

- BOSIET / HUET
- IMCA offshore safety training

Technical Competencies
- Strong understanding of offshore marine and subsea operations.
- Knowledge of lifting operations, SIMOPS, PTW systems, marine risk assessments, and offshore quality assurance/control processes.
- Familiar with DNV, ABS, IMCA, and offshore client standards.
- Strong incident investigation, auditing, and reporting capability.
- Knowledge of fabrication inspection, welding quality requirements, and offshore inspection documentation is an advantage.
