Job Description: Purchasing Manager (Chemicals & Engineering Parts)
About the Role
We are seeking an experienced Purchasing Specialist to support the procurement of chemicals, raw materials, engineering components, and technical spares for our Tuas facility. This role is critical in ensuring uninterrupted manufacturing operations, secure supplier relationships, and compliance with industry standards. The ideal candidate will have proven experience in chemical purchasing and a strong working knowledge of chemistry, materials, and engineering parts.
Key Responsibilities
Chemical & Technical Procurement
Source, evaluate, and purchase chemicals, solvents, reagents, intermediates, and specialty materials required for production, R&D and distribution.
Procure engineering components, mechanical/electrical spares, instruments, and maintenance materials working closely in conjunction with the engineering department.
Maintain deep understanding of chemical specifications, SDS requirements, purity grades, and handling requirements.
Evaluate suppliers based on quality, regulatory compliance, and cost competitiveness.
Supplier & Contract Management
Develop and maintain strong relationships with global and regional suppliers.
Manage price negotiations, contract terms, and supply agreements.
Conduct supplier performance reviews and ensure adherence to quality and delivery standards.
Logistics & Inventory Control
Coordinate with warehouse, production, and QA teams to ensure timely delivery of materials.
Track inventory levels, anticipate material shortages, and initiate replenishment.
Support import/export documentation, hazardous materials transport requirements, and local regulatory compliance.
Documentation & Compliance
Ensure procurement processes comply with internal SOPs, EH&S requirements, and relevant Singapore regulations (e.g., SCDF, NEA, IMDG for hazardous goods).
Maintain accurate procurement records, purchase orders, and vendor data.
Support audits and documentation requests when required.
Qualifications & Experience
Required:
Diploma or Degree in Supply Chain, Business Administration or Procurement and Contract Management
2–5 years of experience in procurement, preferably in a chemical plant, pharmaceutical site, or industrial manufacturing environment.
Familiarity with chemical nomenclature, SDS review, and understanding of purity grades.
Experience purchasing engineering parts (e.g., pumps, valves, instrumentation) is preferred.
Preferred:
Knowledge of specialty chemicals, industrial solvents, and process chemicals.
Understanding of ISO9001 procurement controls and regulated manufacturing workflows.
