Job description for Integrated Logistics Support (ILS) Lead at HOPE Technik Pte Ltd
Role Summary
The Integrated Logistics Support (ILS) Lead is responsible for planning, developing, and managing all ILS activities across programs (especially Defence) to ensure systems, vehicles, equipment, and platforms achieve required operational availability, maintainability, reliability, and lifecycle supportability.
This role ensures the delivered system can be effectively operated, maintained, repaired, and sustained throughout its service life in accordance with customer requirements.
The ILS Lead works closely with engineering, operations, field support, supply chain, quality, training, and customers to establish a complete support ecosystem from design phase through in-service support.
Key Responsibilities
1. ILS Strategy & Planning
Develop and execute the overall ILS strategy for defence programs
Prepare and manage the ILS Plan (ILSP)
Ensure compliance with customer ILS requirements, standards, and contractual obligations
Define lifecycle support concepts from development to end-of-life disposal
Establish maintenance philosophy and support concepts (Organisational, Intermediate, Depot level maintenance)
Participate in design reviews to ensure supportability is built into the product from the beginning
2. Reliability, Availability & Maintainability (RAM)
Perform RAM analysis for systems and subsystems
Calculate and manage:
MTBF (Mean Time Between Failure)
MTTR (Mean Time To Repair)
MTTF (Mean Time To Failure)
Availability (Ao / Ai)
Reliability growth targets
Failure rate analysis
Conduct Failure Modes, Effects and Criticality Analysis (FMECA)
Conduct Reliability Centered Maintenance (RCM) studies
Support root cause analysis for field failures and recurring faults
Recommend design improvements to improve reliability and maintainability
3. Maintenance Planning
Develop preventive, corrective, and predictive maintenance strategies
Establish scheduled maintenance intervals and inspection plans
Define maintenance task analysis (MTA)
Determine manpower, tooling, facilities, and infrastructure requirements
Plan workshop layout, repair bays, storage areas, and maintenance space requirements
Define calibration requirements and support equipment needs
Develop maintenance resource planning for fleet sustainment
4. Spare Parts & Supply Support
Develop Initial Provisioning Lists (IPL)
Determine Recommended Spare Parts Lists (RSPL)
Plan Lay-In Spares (LIS)
Establish sparing philosophy and inventory optimisation
Define repairable vs consumable parts strategy
Forecast demand and lifecycle spare requirements
Coordinate with procurement and supply chain for support readiness
5. Technical Documentation
Lead development of:
Maintenance manuals
Operator manuals
Illustrated Parts Catalogues (IPC)
Troubleshooting guides
Repair procedures
Service bulletins
Configuration records
Ensure technical publications meet defence standards and audit requirements
Manage document revisions and change control
6. Training & Capability Development
Develop operator and maintainer training plans
Conduct Training Needs Analysis (TNA)
Define competency requirements for maintenance crews
Establish training syllabus, lesson plans, and practical assessments
Support train-the-trainer programs
Build long-term maintenance capability for customer teams
7. After-Sales Support & Service Operations
Lead post-delivery support operations
Establish issue ticketing, incident reporting, and fault escalation processes
Manage defect reporting and corrective action systems
Coordinate warranty support and field service response
Support service-level agreement (SLA) performance management
Track fleet health, service KPIs, and support performance
8. Customer & Stakeholder Management
Serve as primary ILS interface with defence customers
Present ILS status, RAM performance, and sustainment plans
Support tender submissions, technical proposals, and audits
Participate in customer reviews, acceptance testing, and sustainment discussions
Manage subcontractors and OEM support partners where required
9. Team Leadership
Lead and mentor an ILS team of approximately 5 personnel
Allocate tasks across RAM, spares, documentation, and field support activities
Develop team capability and ILS best practices
Drive continuous improvement across lifecycle support processes
Requirements
Education
Degree in Mechanical Engineering, Electrical Engineering, Systems Engineering, Industrial Engineering, Logistics Engineering, or related field
Experience
8–15 years of experience in defence programs, aerospace, military vehicles, special vehicles, or complex engineering systems
Strong experience in ILS, RAM, maintenance engineering, or sustainment programs
Familiarity with Singapore defence customer expectations and ILS practices preferred
Technical Knowledge
Strong knowledge of:
ILS methodology
MIL-STD / DEF-STAN / ASD standards
RAM engineering
FMECA / RCM / LORA / MTA
Obsolescence management
Configuration management
Lifecycle cost (LCC) analysis
Maintenance planning systems
Defence documentation standards
ERP / CMMS / maintenance ticketing systems
