Job description for Facilities Manager at Measurement & Verification
JOB DESCRIPTION
1. PURPOSE OF ROLE
To oversee the daily operations and maintenance of all building services, with a specific focus on Air Conditioning & Mechanical Ventilation (ACMV) systems. The role involves managing an annual project budget of approximately SGD 5 million, optimizing Facility Management processes including 6S methodology and leveraging Building Management Systems (BMS) to ensure operational efficiency, cost-effectiveness and compliance with all statutory regulations.
2. KEY RESPONSIBILITIES
Operations & Maintenance
Manage and supervise the smooth operation of ACMV systems and associated controls.
Oversee the entire Facilities Management lifecycle, from Planned Preventive Maintenance (PPM) to reactive repairs and asset management.
Monitor energy consumption and implement efficiency improvements to reduce operational costs.
Ensure all operations comply with Singapore’s regulatory standards (BCA, NEA, MOM, etc.).
Project Management
Manage annual capital and operational projects totaling approximately SGD 5 million.
Lead project planning, tendering, evaluation, execution and handover.
Coordinate with consultants, contractors, vendors and internal stakeholders to ensure projects are completed on time, within budget and to quality standards.
Conduct technical reviews and site inspections to ensure workmanship and materials meet specifications.
FM Processes & System Optimization
Implement and maintain 6S methodology (Sort, Set in order, Shine, Standardize, Sustain, Safety) across all work areas and operations to improve efficiency and safety.
Develop, implement and improve Standard Operating Procedures (SOPs), work instructions, and audit checklists.
Utilize and manage the Building Management System (BMS) for real-time monitoring, data analysis and fault diagnostics.
Manage CMMS (Computerized Maintenance Management System) data, ensuring accurate work order flow, inventory control, and reporting.
Drive continuous improvement initiatives to enhance service delivery and operational excellence.
Team & Stakeholder Management
Lead, train and mentor a team of technicians, officers and subcontractors.
Manage vendor and contractor performance, ensuring adherence to contract terms and safety requirements.
Act as the main point of contact for clients or building owners, addressing queries and ensuring high satisfaction levels.
3. REQUIREMENTS
Education & Qualifications
Degree or Diploma in Mechanical Engineering, Building Services, Facilities Management, or equivalent.
Professional certifications such as PE, PFP, CFM, FMM or BCA certificates are highly advantageous.
Experience
Minimum 5 years of relevant experience in Facilities Management or Building Services in Singapore.
Proven track record in managing ACMV operations and M&E projects.
Experience managing project budgets of SGD 5 million annually.
Technical Skills
Strong technical knowledge of ACMV system design, maintenance, and troubleshooting.
High proficiency in Building Management Systems (BMS) – able to analyze trends, modify controls and optimize sequences of operation.
Strong knowledge and practical experience in FM processes, specifically 6S implementation, PPM schedules, asset management, and quality assurance.
Familiarity with CMMS software and relevant Singaporean codes of practice.
