Job description for Estate Development Officer at Anglo-Chinese School (Independent)
Job Responsibilities:
• Oversee the operation, maintenance, and reliability of all Mechanical & Electrical (M&E) systems, including HVAC, electrical systems, plumbing and sanitary systems, fire protection systems, lifts, and associated building infrastructure.
• Manage and supervise hard FM contractors to ensure all maintenance works are carried out in accordance with contractual requirements, service level agreements (SLAs), statutory regulations and school policies.
• Plan and implement preventive and corrective maintenance programmes to ensure optimal performance and minimal downtime of building systems.
• Conduct regular inspections and technical audits of building services to identify defects, safety hazards, and non-compliance; ensure timely rectification and follow-up.
• Attend to and troubleshoot M&E faults and breakdowns; coordinate with contractors for prompt resolution to minimise disruption to school operations.
• Assist in the planning, coordination and execution of Addition & Alteration (A&A) works, upgrading projects, and improvement initiatives, including testing and commissioning.
• Prepare technical documents such as scope of works, specifications, and ITQs/ITTs; support quotation/ tender evaluation, vendor selection, and contract administration for hard FM services.
• Monitor contractor performance, work progress, and quality of deliverables; verify completion of works, review reports, and certify claims where required.
• Ensure compliance with all statutory requirements, including Workplace Safety and Health (WSH), fire safety regulations, and relevant authority codes and standards.
• Maintain proper documentation and records, including maintenance logs, assets registers, test reports, statutory certificates, and inspection records for audit purposes.
• Support energy management initiatives by monitoring utilities consumption and recommending energy efficiency improvements.
• Coordinate with internal stakeholders, consultants, and external authorities on maintenance activities, inspections, and project matters.
• Support emergency response and incident management related to building systems, including participation in fault escalation and recovery actions.
• Propose and implement continuous improvement measures to enhance system performance, reliability, and lifecycle management of assets.
• Undertake any other duties as assigned by the Estate Development Manager to support estate operations and development initiatives.
Job Requirements:
• NITEC or Higher NITEC in Mechanical, Electrical, Building Services, Facilities Management, or a related discipline.
• Minimum 2 years of relevant hands-on experience in operations, maintenance, and troubleshooting of M&E systems in facilities management or building services environment.
• Experience in managing contractors and service providers for hard FM services.
• Basic technical knowledge of building systems, including HVAC, electrical, and fire protection systems.
• Good problem-solving and troubleshooting skills with the ability to respond effectively to technical issues.
• Familiar with statutory requirements and safety regulations (e.g. WSH, fire safety).
• Good communication and coordination skills with the ability to work with multiple stakeholders.
• Able to work independently and in a team in a fast-paced environment.
