Job description for Development Partner, Enterprise Capabilities (2 Year Contract) at Public Service Division, Singapore Government

The Enterprise Capabilities Division supports local enterprises — from small firms to large companies — in building core capabilities to compete and grow.

[What the role is]

The Sustainability Team within the division works across the government agencies, sector partners, and industry stakeholders to develop and execute programmes and interventions to equip businesses with sustainability capabilities in areas such as energy efficiency and resilience and resource optimization- areas that have direct implications on business competitiveness through tangible cost savings.

[What you will be working on]

This portfolio plays a key role in supporting enterprises in building sustainability capabilities, particularly in the thematic areas of energy efficiency and resilience and resource optimization. The candidate will conduct market research and help develop interventions that support enterprises in embarking on these initiatives.

The candidate will also support the implementation of the Energy Efficiency Grant (EEG), including policy and scheme design, issuance of operational guidance, governance and whitelisting checks, coordination with sector administrators, and management of public queries.

Policy Design and Operations

Support the implementation and smooth roll‑out of the Energy Efficiency Grant (EEG) by working closely with relevant agencies.

Beyond the EEG, to review existing interventions and develop strategy on improving energy and resource efficiency for enterprises, as part of sustainability and energy resilience efforts.

Serve as Secretariat to inter‑agency platforms, coordinating inputs, follow‑ups, and alignment across partners.

Digital Operations, Governance, and Whitelisting

Manage day‑to‑day EEG operations on the Business Grants Portal (BGP) 2.0, including maintenance of online forms, support for case management workflows and audit checks, and execution of governance checks in line with operating guidelines.

Support EEG equipment whitelisting efforts.

Support operations of relevant digital platforms such as the SME Sustainability Hub which function as channels to promote relevant grants and initiatives such as EEG to enterprises

Stakeholder Communications, Insights, and Reporting

Manage public and stakeholder queries, and oversee operational communications to ensure information (e.g. FAQs) remains accurate and up to date.

Monitor EEG operational performance and support data analysis to inform governance reporting and process improvements.

[What we are looking for]

What You’ll Be Using and Applying

Experience in programme operations, grant administration, or public-service operations. Candidates from Business, Public Policy/Administration, Engineering, Technology, or related disciplines are welcome.

Proficiency in Excel and comfort with data collation and cleaning for operational reporting and reconciliations.

Ease navigating digital systems with strong attention to detail.

Strong written communication and stakeholder management skills — you can draft a clear, well-judged response and coordinate effectively across agencies and partners.

A meticulous, responsible approach to work, with an appreciation of governance and audit requirements in a grant operations context.

How We Work Together

We value individuals who demonstrate our CoRE values – collaborating effectively across teams, engaging others with respect, acting with courage to speak up and make decisions, and being enterprising in taking ownership, learning continuously, and driving outcomes in a dynamic environment.
