Job description for Assistant Facilities Manager at Propell
Job Summary
We are looking for a highly motivated and experienced Assistant Facilities Manager (AFM) to lead the operations and maintenance of Mechanical, Electrical, and Plumbing (MEP) systems within the site premises. The role is responsible for ensuring smooth and efficient facilities operations through effective maintenance management, technical oversight, and support for Addition& Alteration (A&A) projects.
The successful candidate will work closely with clients, consultants, contractors, and service providers to maintain high standards of safety, compliance, reliability, and operational efficiency across the campus environment.
Key Responsibilities
Manage the daily operations, maintenance, and performance of M&E systems, including HVAC, electrical, plumbing, and fire protection systems.
Plan, coordinate, and oversee A&A projects, including feasibility assessments, contractor management, scheduling, budgeting, and project execution.
Conduct inspections, troubleshooting, and technical assessments to ensure systems remain reliable and compliant with statutory requirements and local regulations.
Supervise technicians and outsourced service providers in carrying out preventive and corrective maintenance works.
Monitor utility consumption and support energy-saving and sustainability initiatives to improve operational efficiency.
Prepare maintenance reports, incident investigations, technical documentation, and client updates.
Coordinate with authorities, consultants, vendors, and contractors on permits, inspections, and statutory submissions.
Ensure compliance with Workplace Safety & Health (WSH) requirements, including implementation of risk assessments and safe work procedures.
Provide technical recommendations on system enhancement, asset lifecycle planning, and facilities improvement initiatives.
Requirements
Bachelor’s Degree or Diploma in Mechanical, Electrical, Building Services, or Facilities Engineering.
Minimum 8 years of relevant experience in M&E facilities management, including exposure to A&A projects.
Good understanding of Singapore Codes of Practice, BCA, SCDF, and other relevant regulatory requirements.
Familiar with CAFM/CMMS systems and Microsoft Office applications.
Strong technical knowledge of HVAC, electrical, plumbing, and fire protection systems.
Good project coordination, contractor management, and supervisory skills.
Strong analytical, troubleshooting, and problem-solving abilities.
Excellent communication and stakeholder management skills.
Good leadership qualities with the ability to manage and coordinate teams effectively.
Knowledge of Workplace Safety & Health (WSH) practices and compliance requirements.
Preferred Experience
Experience working in institutional, educational, or campus facilities environments.
Hands-on involvement in managing A&A projects from planning through completion.
Exposure to energy management and sustainability-related initiatives.
Experience managing outsourced facilities service providers and contractors.
