Job Summary
The WSHO cum ECO is responsible for leading, implementing, and monitoring Workplace Safety & Health (WSH) and Environmental Management systems for construction projects. The role ensures full compliance with MOM WSH regulations, NEA environmental requirements, and relevant ISO standards, while fostering a strong safety and environmental culture across all project activities.
Key Responsibilities
Workplace Safety & Health (WSH)
- Lead and manage the site WSH management system in compliance with the Workplace Safety and Health Act and subsidiary regulations
- Advise project management on WSH matters and risk mitigation strategies
- Conduct regular site inspections, audits, and risk assessments
- Develop, implement, and review Risk Assessments (RA) and Safe Work Procedures (SWP)
- Investigate accidents, incidents, and near misses; prepare reports and corrective actions
- Conduct WSH training, toolbox meetings, and safety briefings
- Coordinate with MOM officers, safety auditors, and external stakeholders
- Monitor safety performance indicators and prepare WSH reports
- Lead emergency preparedness and response drills
Environmental Control (ECO)
- Implement and maintain the Environmental Management Plan (EMP)
- Ensure compliance with NEA regulations related to:
- Noise control
- Dust and air pollution
- Waste management
- Water pollution control
- Conduct environmental inspections and monitoring
- Manage environmental incidents and implement corrective actions
- Liaise with NEA, consultants, and authorities on environmental matters
- Promote environmentally responsible work practices among workers and subcontractors
Management System & Leadership
- Support and maintain ISO 45001 (OH&S) and ISO 14001 (Environmental) management systems
- Participate in internal and external audits
- Mentor junior safety officers and ECOs
- Work closely with project teams, subcontractors, and clients to ensure compliance
- Drive continuous improvement in safety and environmental performance
Qualifications
- Diploma or Degree in Engineering, Environmental Science, Occupational Safety & Health, or related discipline
- Registered Workplace Safety & Health Officer (WSHO) with MOM
- Certified Environmental Control Officer (ECO) recognized by NEA
- bizSAFE Level 2 or higher certification preferred
- ISO 45001 / ISO 14001 Lead Auditor or Internal Auditor certification is an advantage
Experience
- Minimum 3–5 years of relevant experience in the construction industry
- Proven experience managing WSH and environmental matters for large or complex projects
- Experience dealing with MOM, NEA, and project stakeholders

- Strong knowledge of Singapore WSH legislation and environmental regulations
- Excellent leadership, communication, and interpersonal skills
- Strong analytical and problem-solving abilities
- Ability to work independently and manage multiple priorities
- Competent in report writing and documentation
