Job description for Procurement Executive (Govt Sector) at Expertise Technologies Pte Ltd

Join our team for a dynamic role with an outsourced project. We are seeking dedicated and detail-oriented individuals to support the organization’s procurement operations, contract administration, procurement governance, supplier management initiatives, and system administration functions in a fast-paced environment.

Key Responsibilities:

  • Support procurement governance and operational activities across the organization’s procurement lifecycle
  • Publish procurement performance dashboards covering cost efficacy, supplier performance, compliance, operational efficiency, and supplier risk management, etc
  • Conduct Procurement Spend Analysis and Small Value Purchase (SVP) analysis
  • Generate high-value contracts for management reporting and procurement planning
  • Develop presentation materials, briefing decks, user guides, and training materials on procurement best practices, audit findings, lessons learnt, and procurement compliance matters
  • Support procurement audits by coordinating with internal and external auditors and implementing corrective and improvement actions
  • Maintain procurement risk registers, Risk Control Self-Assessment (RCSA), and procurement governance documentation
  • Assist in procurement capability development initiatives, including conducting user briefings and training sessions on GeBIZ, Workday, and procurement procedures.
  • Perform system administration duties for procurement platforms such as GeBIZ and QuickBuy, including issue escalation and incident management.
  • Support supplier management initiatives, including Supplier Performance Management, Supplier Risk Management, Supplier Development Programmes, and procurement innovation projects.
  • Manage and process procurement activities including RFQs, ITQs, Direct Contracts (DCs), purchase orders, and contract award documentation in accordance with procurement policies and approval workflows
  • Review procurement specifications, procurement justifications, award recommendations, and procurement documentation prior to approval submission
  • Ensure proper administration of procurement records, contract documentation, and e-Guarantee submissions via relevant government platforms
  • Monitor procurement KPIs, payment compliance, open purchase orders, invoice processing matters, and procurement exceptions
  • Provide advisory and operational support to internal users by handling queries related to Cat Buys, GeBIZ, Workday (WD), SVP processes, PO variations and closures, Goods Receipt (GR) issues, invoice and budget errors, procurement workflows, procurement approaches, supplier information, and market research activities via Insight platform.
  • Troubleshoot procurement and payment processing issues in Workday and GeBIZ, and coordinate resolution with relevant stakeholders.
  • Support ad-hoc procurement projects as assigned

Requirements:

  • Supply Chain/Procurement certification or other professional qualification
  • Minimum 5 years of relevant experience in procurement, purchasing role or related discipline.
  • Good understanding of procurement governance, contract administration, supplier management, risk management, and stakeholder management.
  • Proficiency in Microsoft Office tools (Excel, PowerPoint, Word, Outlook etc).
  • Knowledge of Government Procurement Instruction Manuals, GeBIZ, and Workday, preferably with hands-on experience in creating, amending, monitoring, closing purchase orders and troubleshooting errors on the platforms.
  • Strong analytical, communication, customer service, and time management skills.
  • Able to work independently and pro-active in a fast-paced environment and manage multiple priorities effectively.
  • Organised, meticulous, proactive, and resourceful with strong attention to detail.

Job Type: Full-time, Contract

Contract Period: 24 months

Working Time:

Monday to Friday: 8.30am to 6.00pm
