Job description for Importation Compliance Manager (Indonesia) at Glints Taploker

Role Title: Importation Compliance Manager (Indonesia)

Reports to: Head of Trade Compliance / Country Director / Supply Chain Director

Location: Jakarta / Tangerang / Indonesia (on-site)

Objective: Ensure 100% adherence to Indonesian customs, trade, tax, and product regulations for all inbound shipments; minimize penalties, delays, and legal risks; and drive efficient, compliant import operations.

Key Responsibilities

1. Regulatory & Policy Management

- Develop, update, and enforce import compliance SOPs aligned with DJBC (Customs), Ministry of Trade, OSS, INSW, CEISA, and latest decrees (e.g., Permendag, PER-BC, PMK).

- Monitor and interpret changes in LARTAS (prohibited/restricted imports), tariff schedules, licensing rules, and sector-specific requirements.

- Ensure full compliance with NIB/API (API-U / API-P) obligations and importer status rules.

- Lead internal audits and gap assessments; design corrective and preventive action plans.

2. Customs & Declaration Compliance

- Oversee accurate HS classification, valuation, and origin determination; resolve disputes with customs authorities.

- Review and validate all import filings: PIB, BC forms, INSW/CEISA submissions, commercial invoices, packing lists, AWB/BL, and certificates of origin.

- Manage duty, import VAT (PPN), PPh 22, and other levies; ensure correct calculation and timely payment with finance.

- Coordinate customs inspections (Red/Yellow/Green lanes), holds, audits, and voluntary disclosures.

3. Permits, Licenses & Product Compliance

- Secure and renew mandatory approvals: Lartas permits, PerTek/verification reports, SNI, BPOM, Halal (BPJPH), SDPPI, quarantine, B3/environmental permits as applicable.

- Ensure alignment with TKDN, special economic zone (Kawasan Berikat/KEK) rules, and end-use restrictions.

- Screen suppliers, partners, and transactions against sanctions, denied-party, and embargo lists.

4. Stakeholder & Process Management

- Manage relationships with PPJK (customs brokers), freight forwarders, surveyors, and government bodies (DJBC, Kemendag, BKPM, sector ministries).

- Train procurement, logistics, sales, and finance teams on import rules and compliance obligations.

- Maintain full audit trails, records, and filing systems for at least the statutory retention period.

- Report compliance KPIs, risks, and incidents to senior management; advise on trade strategy.

Requirements

Education

- Bachelor’s degree in Law, Logistics, Supply Chain, International Business, Customs Administration, or Accounting; Master’s preferred.

Experience

- 5–8+ years in import/trade compliance, customs operations, or PPJK roles in Indonesia; proven management experience.

- Hands-on knowledge of INSW, CEISA, OSS, and full import clearance workflows.

- Track record handling audits, disputes, restricted goods, and multi-sector imports.

Knowledge & Skills

- Deep command of Indonesian Customs Law, import licensing, tax, and trade policies.

- Strong grasp of HS codes, Incoterms, valuation, origin, and international trade agreements.

- Fluency in Bahasa Indonesia and English; knowledge of local dialects is a plus.

- Analytical, detail-oriented, strong negotiation, problem-solving, and cross-functional coordination skills.

Preferred Certifications

- Licensed Customs Broker (PPJK), WTO/trade compliance, or supply chain certifications.
