Job description for Head of Mining Engineering - Nickel Mining / Konawe at Islamic Medical Service
Responsibilities:
Regulatory Compliance & Government Liaison
Execute all functions and responsibilities as the Head of Mining Engineering (KTT) in accordance with prevailing ESDM regulations for nickel mining.
Serve as the official company representative for technical coordination with government agencies, including the Ministry of Energy and Mineral Resources (ESDM), Provincial ESDM Offices, and Mining Inspectors.
Lead and coordinate the application and renewal of mining permits, including WIUP, IUP (Operation Production), Jetty/Port Permits, RKAB Approvals, and other environmental/technical licenses.
Manage timely periodic reporting to ESDM regarding production, technical, and environmental compliance.
Strategic Planning & Documentation
Lead the preparation, control, and evaluation of strategic company documents: RKAB (Work Plan and Budget), Feasibility Studies (FS), and technical/economic feasibility assessments.
Coordinate the preparation and evaluation of environmental documents (AMDAL) and other mandatory mining technical documents.
Establish and oversee mine designs (Short-term & Long-term mine plans) and production strategies to ensure optimal reserve utilization.
Production & Operational Oversight
Assume full accountability for the nickel mining operational cycle: planning, implementation, production supervision, and cost control.
Oversee daily field operations, including overburden removal, ore getting, hauling, stockpile management, and shipping to ensure they are effective, efficient, and safe.
Implement and monitor Grade Control strategies to achieve nickel quality and quantity targets as per the approved RKAB.
Safety, Health, & Environment (HSE) Leadership
Establish and supervise the application of Good Mining Practices (GMP), including mining safety (K3), environmental management, and mineral resource conservation.
Consistently implement and evaluate the Mining Safety Management System (SMKP) across all work areas.
Manage environmental impacts and ensure strict compliance with waste management and reclamation standards.
Team & Contractor Management
Appoint, mentor, and evaluate Operational Supervisors, Technical Supervisors, and the Head of Operations (PJO) in accordance with regulations.
Ensure all contractors and mining service companies comply with technical standards, ESDM regulations, and safety protocols established by the company.
Requirements:
Education: Bachelor’s Degree in Mining Engineering or Geology.
Certifications: Must hold valid POP, POM, and POU certifications (POU is mandatory for legal KTT status).
Experience: Minimum 8+ years in nickel mining, with proven experience as a KTT or relevant managerial and strategic roles.
Technical Expertise:
Deep knowledge of ESDM regulations, RKAB procedures, and technical nickel mining operations.
Expert in Mine Planning, Grade Control, Stockpile Management, and Nickel Shipping.
Experienced in Budgeting, Cost Control, and Cost Management, and mining contractor management.
Personal Qualities:
Strong leadership and decision-making capabilities.
Excellent communication, negotiation, and stakeholder management skills.
High resilience, high integrity, discipline, and a strong sense of responsibility.
Excellent government stakeholder management skills.
Language: Adequate English skill, to understand technical terms, and daily coordinations.
