Trade Intelligence Global is a Singapore-headquartered global trade data SaaS company with operations across Singapore, China (R&D), Vietnam, Malaysia, Turkey, and Indonesia. We help businesses navigate international trade with real-time data intelligence. Our office is in growth mode - and we need someone who can build the HR and admin foundation from the ground up.
ROLE OVERVIEW
This is not a support role. You will be the sole HR & Admin owner for the office, responsible for payroll accuracy, compliance, end-to-end recruitment, and building operational systems — while reporting weekly to our Singapore HQ. You will work closely with leadership and handle ambiguity well.
KEY RESPONSIBILITIES
Payroll & Compliance
- Run Malaysia payroll end-to-end independently, including EPF, SOCSO, EIS, and PCB submissions
- Prepare EA Forms and year-end payroll documentation with zero errors
- Draft, maintain, and update employment contract templates in line with current legislation including KESUMA 2026 amendments
- Manage the full documentation trail for probation reviews, performance issues, and contractor vs. full-time classification
- Stay current on statutory changes; flag compliance risks proactively to management
Recruitment Execution
- Own the full recruitment cycle for Malay-based roles across Sales, BD, Digital Marketing, and Operations
- Source candidates across LinkedIn, JobStreet, Indeed, and relevant Facebook groups — with a clear-eyed view of channel quality for each role type
- Screen and assess candidates for B2B SaaS BD and Digital Marketing fit, beyond just CV matching
- Manage candidate pipelines across multiple open roles simultaneously
- Implement concrete tactics to reduce candidate no-show rates
Admin Setup & Operations
- Build the office admin infrastructure from scratch: policies, trackers, asset registers, vendor relationships, office supplies
- Evaluate and shortlist office locations using a structured, criteria-based framework for management decision
- Manage attendance, leave, claims, equipment issuance, and office supplies for both remote and in-office staff
- Handle non-compliant expense claims with a clear, documented process
Reporting & HQ Coordination
- Produce a structured Weekly HR & Admin Report for Singapore HQ covering headcount status, recruitment pipeline, compliance items, and admin updates
- Maintain clean records that can withstand audit at any time
WHAT YOU MUST BRING
- 3-5 years of HR and Admin experience in Malaysia, with at least 2 years of independent payroll ownership
- Hands-on, proven experience with EPF, SOCSO, EIS, and PCB — not just familiarity
- Demonstrated experience in full-cycle recruitment, including tech or SaaS roles
- Ability to build systems and documents from zero, without waiting for templates to be provided
- Strong written English for HQ reporting; comfortable communicating across cultures
Strongly Preferred
- Prior experience in a startup, SaaS, or tech company environment
- Familiarity with KESUMA 2026 changes and their practical implications for employment contracts
- Prioritise candidates who meet the mandatory language requirement: English and Mandarin proficiency
- Candidates with Chinese-language background or experience working with Mandarin-speaking clients/markets can be prioritised
- Experience managing a mix of full-time employees and contractors
- Proficiency in Lark / Feishu, Google Workspace, and Excel
- Ability to produce clean trackers and reports in Google Sheets without assistance
- Canva for internal communications is a bonus
