Summary
The Senior Human Resource Executive is responsible for managing the full spectrum of Human Resource functions within the company. This role supports the implementation of HR policies, procedures, and documentation to ensure compliance and smooth HR operations. It plays a key role in handling day-to-day HR matters independently while supporting management in recruitment, payroll, and employee-related issues.
Duties/Areas of Responsibility
Handle end-to-end recruitment for both local staff and foreign workers, including sourcing, screening, interviews, and onboarding. You will also work closely with supervisors and management to understand manpower needs and ensure positions are filled in a timely manner.
Manage monthly payroll processing for staff and foreign workers, including salary calculation, OT, allowances, CPF contributions, and statutory submissions. Must be proficient in payroll processing and costing calculations to ensure accurate manpower costing and payroll management.
Ensure accuracy of attendance, overtime, and payroll reconciliation.
Maintain and update employee records in HR systems (e.g. Times Software).
Manage the time attendance system and ensure accurate tracking of leave, OT, and attendance records.
Handle foreign worker administration, including work pass applications, renewals, cancellations, and MOM compliance.
Coordinate worker dormitory matters, including checking of occupancy, basic welfare arrangements, and ensuring workers’ accommodation records are properly maintained.
Support employee lifecycle processes, including onboarding, resignation, termination, and contract updates.
Prepare HR-related letters, including offer, confirmation, promotion, increment, and bonus letters.
Handle staff insurance, medical claims, and work injury compensation matters.
Liaise with government agencies and external parties on manpower, compliance, and HR-related matters.
Support workplace safety compliance matters, including coordination of PPE issuance and basic PPE compliance tracking for employees and foreign workers.
Maintain and update IT inventory records, ensuring all company devices and equipment are properly tracked and recorded.
Ensure HR processes comply with the Singapore Employment Act and company policies.
Support basic employer branding initiatives and assist in maintaining the company profile & company website
Assist in planning and coordinating company events and employee engagement activities when required.
Provide support to HR colleagues and assist in their duties when required, especially during their absence or peak workload periods, to ensure smooth HR operations
Other ad-hoc duties, as assigned by management
Knowledge and Skill Requirements
Min 5 years of HR experience in the construction industry
Good knowledge of local employment laws and practices
Good interpersonal and communication skills
Candidates with prior experience with Time Software will have an added advantage
Able to meet deadlines
