The Quantity Surveyor is responsible for managing and monitoring project costs throughout the construction and development process. The role involves preparing quantity take-offs, Bills of Quantities (BOQ), cost estimates, budgets, tender documentation, progress measurements, and cost reports. The Quantity Surveyor works closely with the Project Manager, Site Engineer, contractors, suppliers, and Finance team to ensure projects are delivered within the approved budget and financial targets.
Key Responsibilities
1. Quantity Take-Off & Measurement
* Prepare accurate quantity take-offs based on architectural, structural, and MEP drawings.
* Prepare and update Bills of Quantities (BOQ).
* Measure completed works on-site for progress payment purposes.
* Review drawings, specifications, and project documents to identify quantity discrepancies.
* Verify quantities submitted by contractors and subcontractors.
2. Cost Estimation & Budgeting
* Prepare project cost estimates and preliminary budgets.
* Analyze material, labor, equipment, and subcontractor costs.
* Assist in establishing project budgets and cost plans.
* Monitor actual project costs against approved budgets.
* Identify potential cost overruns and provide recommendations to management.
3. Tender & Procurement
* Assist in preparing tender documents, BOQs, and pricing schedules.
* Obtain and compare quotations from contractors, subcontractors, and suppliers.
* Prepare tender comparison reports and provide recommendations.
* Assist with contractor and supplier negotiations regarding pricing and commercial terms.
* Ensure procurement activities are aligned with approved project budgets.
4. Cost Control
* Monitor project expenditure throughout the construction period.
* Track material, labor, subcontractor, and other project-related costs.
* Maintain accurate records of project costs and commitments.
* Monitor variations and assess their financial impact.
* Assist the Project Manager in identifying opportunities for cost savings.
5. Contract & Variation Management
* Assist in the preparation and administration of construction contracts.
* Review contractor and subcontractor payment claims.
* Evaluate variation orders, additional works, and deductions.
* Maintain proper records of approved and pending variations.
* Assess the cost impact of design changes and additional works.
6. Progress Payment
* Measure and verify completed works on-site.
* Review contractor and subcontractor progress claims.
* Prepare payment recommendations and supporting documentation.
* Ensure payment claims are consistent with actual work completed and contractual terms.
* Coordinate with Finance regarding project payment requirements.
7. Reporting
* Prepare regular project cost reports and budget updates.
* Monitor committed costs, actual costs, and forecast costs.
* Report cost variances and potential financial risks to the Project Manager and Management.
* Maintain accurate documentation for project costs, measurements, contracts, variations, and payments.
8. Coordination
* Work closely with Project Managers, Site Engineers, Architects, Designers, Procurement, Finance, contractors, and suppliers.
* Attend project and coordination meetings when required.
* Provide cost and quantity information to support project decision-making.
* Communicate commercial and cost-related issues clearly to relevant stakeholders.
9. Documentation & Compliance
* Maintain organized records of BOQs, quotations, contracts, measurements, variations, payment claims, and cost reports.
* Ensure all quantity surveying activities comply with company procedures and project requirements.
* Maintain confidentiality of project costs, contracts, commercial information, and company data.
Qualifications & Requirements
* Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or a related field.
* Minimum 2–4 years of experience as a Quantity Surveyor or in a similar construction cost-control position.
* Experience in quantity take-offs, BOQ preparation, cost estimation, tender evaluation, and cost control.
* Good understanding of construction methods, materials, drawings, and specifications.
* Experience with contractor payment claims and variation assessments is preferred.
* Strong proficiency in Microsoft Excel and other relevant quantity surveying or construction software.
* Strong analytical and numerical skills.
* Good attention to detail and accuracy.
* Good communication and negotiation skills.
* Ability to work independently and as part of a project team.
* Good command of English is preferred.
