Deskripsi pekerjaan Public Policy and Government Relation Manager PT Xurya Daya Indonesia
The Government Relations Manager will serve as a tactical diplomat and project originator. This is a unique hybrid role designed for a hands-on manager who can build deep, trusted relationships with government bodies and state-owned enterprises (specifically ESDM and PT PLN), while actively identifying and driving IPP commercial opportunities. The successful candidate will not only navigate regulatory hurdles but will also lead a small team to position the company as the preferred partner for national energy projects.
KEY RESPONSIBILITIES
1. Stakeholder Diplomacy & Licensing Execution (40%)
- Establish, maintain, and deepen institutional and personal relationships with key officials at the Ministry of ESDM (Ditjen EBTKE & Gatrik), PT PLN (Persero) Pusat & Wilayah, BKPM/Ministry of Investment, and relevant regional governments.
- End-to-end management of all permitting and licensing processes for both On-Grid (Net-metering, Parallel Generation approvals) and Off-Grid (IUPTL, Wilayah Usaha, SLO) solar PV projects.
- Act as the primary troubleshooter to resolve regulatory bottlenecks or bureaucratic gridlocks at the PLN regional level to ensure smooth project delivery.
2. IPP Project Origination & Tender Management (30%)
- Actively pitch the company’s capabilities to government planners and PLN decision-makers to position the firm as the "Top of Mind" partner for upcoming IPP and de-dieselization projects.
- Lead the preparation and submission of qualifications for PLN’s Pre-Qualification (PQ), Request for Proposals (RFP), and Daftar Penyedia Terseleksi (DPT) for Solar PV.
- Coordinate closely with internal legal and finance teams to navigate commercial negotiations, Power Purchase Agreements (PPA/PJBL), up to securing the Financial Close with PLN.
3. Strategic Regulatory Intelligence / "Detective Function" (15%)
- Serve as the company’s early-warning radar by leveraging an extensive informal network to gather intelligence on upcoming policy changes, quota adjustments, or unannounced state energy programs.
- Monitor and analyze national energy dynamics (e.g., RUPTL adjustments, TKDN policy shifts) and translate them into actionable business strategies for the executive team.
- Represent the company actively in prominent industry associations (e.g., AESI, METI) to align policy advocacy efforts.
4. Team Leadership & People Development (15%)
- Lead, mentor, and evaluate the performance of 3 staff-level direct reports handling field permitting and policy analysis.
- Structure and delegate daily tasks across the team, ensuring operational KPIs are met while transferring crucial negotiation and bureaucracy-navigating skills to subordinates.
REQUIRED QUALIFICATIONS & SKILLS
- Education: Minimum Bachelor’s Degree (S1) in Law, International Relations, Public Policy, or Engineering (Electrical/Petroleum/Industrial). A Master’s Degree in Public Policy (MPP) or an MBA is a strong advantage.
- Experience: Minimum 6–8 years of professional experience in Government Relations, Public Policy, or Government-facing Business Development. Sector Background: Experience does not strictly have to be from Renewable Energy. We highly welcome candidates from Conventional Power/IPP (Coal/Gas), Oil & Gas, Heavy Infrastructure, or top-tier Tech/Decacorn firms (with strong policy-navigation track records).
- Proven Track Record: Direct experience in successfully passing PLN’s DPT processes for power plants.
- Proven experience in handling commercial energy contracts (PPA/PJBL) or project finance coordination with PLN.
- Experience working within or closely with government circles (e.g., former analyst in KSP/Office of Special Staff to the President, or Ministry task forces) is a massive plus.
- Network Access: Must possess direct, unmediated communication channels to middle-to-senior officials within the Ministry of ESDM and PT PLN (Persero).
Soft Skills: Exceptional interpersonal agility; ability to switch from high-context, respectful diplomatic communication with government officials to data-driven, fast-paced managerial collaboration within the internal team.
