Turn approved methods into executable field operations, coordinating shore and offshore activities, vessel resources and construction crews to deliver safe, quality-compliant construction and pre-commissioning.
Reports to the Project Manager and coordinates onshore, offshore, vessel and specialist subcontract execution teams.
Key responsibilities
1. Develop construction execution and short-term lookahead plans; organise crews, briefings, readiness checks and daily coordination.
2. Manage horizontal directional drilling (HDD), pipe-string fabrication, pullback and offshore pulling interfaces, including site, temporary works, transport and operating windows.
3. Manage S-lay production, pipe supply, welding, non-destructive testing (NDT) and field-joint coating; track output and the effect of repairs on following operations.
4. Coordinate fibre-optic cable (FOC), pre- and post-lay trenching, backfill and as-built survey, implementing pipeline/cable protection and burial requirements.
5. Organise pipeline end termination (PLET), piling, expansion spool, flexible riser and dynamic cable works, including interfaces before and after floating liquefied natural gas (FLNG) facility positioning.
6. Coordinate positioning, anchor handling, towing, lifting and personnel transfer with the Master and marine lead; work within approved methods, weather criteria and the Master's vessel-safety authority.
7. Manage subcontractor, survey and diving interfaces; implement permit to work (PTW), simultaneous operations (SIMOPS) coordination and quality hold points without bypassing release requirements.
8. Verify quantities and delay/standby causes, issue daily and weekly reports and recovery proposals, and support pre-commissioning, punch-list closure, acceptance and demobilisation.
Requirement
1. Degree in offshore, mechanical, civil, marine or related engineering, or equivalent field qualifications.
2. Minimum fifteen (15) years' experience in onshore/offshore oil and gas project construction and/or project engineering/management, including at least seven (7) years' experience working as a field engineer, superintendent or yard fabrication manager for offshore oil and gas facilities and onshore construction. He also shall have experience as an Onshore/Offshore Construction Manager on at least 1 (one) previous project essentially similar in scope to this Contract.
3. Hands-on rigid-pipeline S-lay or relevant offshore installation experience, vessel coordination and abnormal-operation response.
4. Strong shore/offshore interfaces, lookahead planning, crew and subcontractor management; ability to interpret tension, curvature, mooring and weather limits from engineering analyses.
5. Ability to implement inspection and safety-permit requirements, escalate technical deviations and close corrective actions without bypassing approval processes.
6. Working English for field coordination, briefings and reporting; willingness to be site-based, work aboard vessels and follow the agreed rotation.
Preferred experience and qualifications
1. Indonesian offshore field and local subcontractor experience.
2. Shore-to-sea HDD pullback, shallow-water/sandbar, trenching/burial and terminal tie-in experience.
3. Working Mandarin preferred; Bahasa Indonesia is an additional advantage. Offshore construction leadership training or equivalent credentials preferred.
Lack of Mandarin or Bahasa Indonesia is not an automatic rejection. Professional competence and working English take priority.
