Job Description
Position Summary
The Human Capital Manager will be responsible for managing and developing the company’s overall Human Capital function, with a strong focus on end-to-end recruitment, manpower placement, employee management, and employment legal compliance within an outsourcing business environment.
This position will oversee the complete recruitment and placement flow, from manpower planning and sourcing candidates to selection, deployment, onboarding, employee administration, and post-placement management. The role will also work closely with clients to understand manpower requirements and ensure the company can deliver qualified employees within the agreed timeline and service standards.
The Human Capital Manager is expected to have strong knowledge of Indonesian manpower regulations, outsourcing practices, employment agreements, BPJS, industrial relations, and HR compliance, while also being commercially minded and capable of developing effective recruitment strategies to support business growth.
Key Responsibilities
1. Human Capital & HR Management
• Lead and manage the Human Capital/HR function, including recruitment, employee administration, employee relations, performance management, and HR policies.
• Develop and implement HR policies, procedures, SOPs, and systems aligned with the company's business objectives.
• Establish effective manpower planning and workforce management processes.
• Monitor HR KPIs, recruitment performance, employee turnover, absenteeism, and placement effectiveness.
• Manage and develop the HR team to ensure efficient service delivery.
2. Recruitment Strategy & Manpower Planning
• Develop recruitment strategies based on client manpower requirements, business volume, location, job level, and required skill sets.
• Manage the end-to-end recruitment process, including manpower requisition, sourcing, screening, interviews, assessments, background checks, offering, onboarding, and deployment.
• Build and maintain effective candidate sourcing channels, talent pools, databases, communities, and recruitment networks.
• Develop recruitment pipelines to ensure sufficient candidate availability for both urgent and high-volume hiring requirements.
• Establish recruitment timelines, manpower forecasting, and hiring priorities based on client requirements.
• Analyze recruitment data to improve Time to Fill, Cost per Hire, Quality of Hire, Offer Acceptance Rate, and Retention Rate.
• Develop contingency recruitment strategies for high-volume or difficult-to-fill positions.
3. Outsourcing & Employee Placement Management
• Manage the complete employee placement flow from recruitment until deployment at client sites.
• Ensure candidates meet client requirements before deployment.
• Coordinate with Operations, Sales/Business Development, Payroll, Legal, and clients regarding employee placement.
• Monitor employee deployment, contract status, attendance, performance, and replacement requirements.
• Develop an effective replacement strategy for employees who resign, are terminated, or fail to meet client requirements.
• Ensure smooth employee onboarding and offboarding processes.
• Maintain accurate manpower and placement databases.
4. Client Management & Recruitment Support
• Work closely with Sales/Business Development teams to understand client manpower requirements.
• Participate in discussions with clients regarding job profiles, recruitment requirements, salary structures, placement timelines, and workforce challenges.
• Provide recruitment feasibility analysis and recommendations to clients.
• Act as an escalation point for recruitment and employee-related issues.
• Ensure recruitment delivery meets agreed SLAs and client expectations.
5. Legal & Employment Compliance
• Ensure HR and manpower practices comply with applicable Indonesian employment and outsourcing regulations.
• Maintain strong knowledge of employment contracts, outsourcing arrangements, working hours, wages, termination, employee rights, BPJS Kesehatan, BPJS Ketenagakerjaan, and other relevant manpower regulations.
• Review and ensure proper implementation of employment agreements and employee documentation.
• Coordinate with Legal/Industrial Relations teams regarding employment disputes, disciplinary actions, termination, and other employee-related legal matters.
• Monitor changes in manpower regulations and assess their potential impact on company operations.
• Ensure proper documentation and compliance throughout the employee lifecycle.
6. Employee Relations & Industrial Relations
• Handle employee relations matters, disciplinary actions, grievances, and workplace conflicts.
• Support the company in managing termination, resignation, warning letters, and other employment-related cases.
• Work with management and relevant stakeholders to resolve employee issues effectively.
• Maintain good relationships with employees while protecting company and client interests.
7. HR Operations & Reporting
• Ensure accurate and timely HR administration and employee records.
• Coordinate with Payroll regarding employee data, attendance, overtime, deductions, and other payroll-related information.
• Prepare regular HR and recruitment reports for management.
• Provide analysis and recommendations based on recruitment, placement, turnover, and workforce data.
• Continuously improve HR and recruitment processes through technology, automation, and data-driven practices.

Requirements
Education & Experience
• Bachelor's degree in Human Resources, Psychology, Management, Law, or a related field.
• Minimum 4-6 years of experience in Human Resources/Human Capital in outsourcing company.
• Experience in an outsourcing, manpower services, recruitment agency, labor supply, BPO, facility management, or similar service-oriented company is highly preferred.
• Proven experience managing high-volume recruitment and employee placement.
• Experience managing recruitment for multiple clients, locations, or business units is an advantage.
Recruitment & Manpower Expertise
• Strong understanding of end-to-end recruitment processes and recruitment strategies.
• Experienced in developing recruitment pipelines and sourcing strategies for both mass hiring and specialized positions.
• Strong understanding of manpower planning, workforce forecasting, candidate assessment, onboarding, deployment, and replacement processes.
• Proven ability to manage recruitment targets, recruitment SLAs, and multiple hiring requirements simultaneously.
• Strong candidate sourcing network and familiarity with various recruitment channels and platforms.
• Data-driven approach with the ability to analyze recruitment metrics and identify process improvements.
Legal & HR Compliance Knowledge
• Strong knowledge of Indonesian employment and manpower regulations, particularly those relevant to outsourcing and employee placement.
• Good understanding of:
o Employment agreements / PKWT and related employment documentation
o Outsourcing / manpower supply practices
o Employee termination and resignation processes
o Working hours, overtime, leave, and employee entitlements
o Minimum wage and payroll-related compliance
o BPJS Kesehatan and BPJS Ketenagakerjaan
o Disciplinary procedures and employee relations
o Industrial relations and employment disputes
• Able to identify potential HR/legal risks and coordinate with Legal or Industrial Relations teams to resolve them.
• Experience handling employment-related cases and documentation is highly preferred.

• Proficient in Microsoft Office, particularly Excel and PowerPoint.
• Familiarity with HRIS, ATS, recruitment platforms, and employee database systems.
• Able to prepare and analyze recruitment and workforce reports.
• Experience using recruitment analytics/KPI dashboards is an advantage.
Language
• Good command of English, both written and spoken, is preferred.
• Bahasa Indonesia proficiency is mandatory.
