Owns the day-to-day operation of the HR function across all Cocoon branches and, upon opening, Cocoon Resort Bali in Jimbaran. Acts as the first-line owner of employee relations, disciplinary process, and termination case management at branch level — the person who walks into a location when there is an attendance issue, a conduct complaint, or a termination case, and runs the procedural steps correctly and defensibly under Indonesian labor law. Frees the COO from direct involvement in individual case handling while keeping the COO informed on material risk.

- Payroll : Oversee accurate, timely payroll processing across all branches, coordinating with the Finance Manager on funding and tax withholding. Maintain payroll records, adjustments, and statutory contributions (BPJS, tax). Handle payroll related employee queries and disputes.
- Attendance : Lead employee relations casework end-to-end: attendance issues, conduct Employee complaints, performance-based actions, and terminations, ensuring every step follows Indonesian labor law procedure (including Article 168, Law 13/2003) and is properly documented. • Own and enforce the attendance policy and exception approval workflow across all branches. • Monitor attendance patterns and flag issues such as chronic lateness, leave hoarding, or unapproved absence for action. • Maintain attendance records in a state ready for labour compliance review.
- SOP Development & Maintenance : Own and maintain HR policy documents (attendance policy, code of conduct, disciplinary procedure, training bond agreements) and update them as Cocoon scales to Jimbaran. • Own the HR SOP library, including recruitment, onboarding, disciplinary process, termination, leave, attendance, and training. • Ensure SOPs are documented, bilingual where required, kept current, and consistently followed. • Review SOPs periodically and update them based on operational or regulatory change.
- Training & Development : Design and maintain a training calendar across departments, including clinical, service, and compliance training. • Identify skill gaps through performance data and coordinate targeted training. • Track training completion and effectiveness.
- Risk Management : Identify HR related risk, including labour law exposure, disciplinary escalation, licensing lapses, and retention risk, and report to the CEO. • Own the disciplinary and termination process, ensuring legal compliance, working with the Assistant Manager HR on casework. • Act as escalation point for BPJS, contract, or licensing issues raised by the Compliance & Licensing Officer that require managerial decision or COO involvement • Maintain confidentiality and proper documentation for all HR and personnel matters. • Identify and resolve structural gaps within HR, such as staff holding multiple roles without clear accountability. • Report monthly to the COO on open cases, case outcomes, headcount, turnover, and emerging HR risk across all branches.
- Leadership & Team Management : Serve as the branch-level point of contact for HR matters at all locations, physically attending branches when a case requires in-person handling. • Manage the employee grievance process, including cases involving sensitive dynamics such as complaints against managers or senior clinical staff. • Lead and manage the HR team: Compliance & Licensing, Talent Acquisition Lead. • Set individual KPIs and performance standards for direct reports. • Build a consistent HR function that operates the same way across all branches and the resort. • Lead HR integration planning for Cocoon Resort Bali pre-opening: policy alignment between clinic and resort employment terms, onboarding readiness, and staffing structure sign-off.
Requirements & Qualifications
- Minimum 4 years HR generalist or HR management experience, with direct experience running disciplinary and termination processes under Indonesian labor law.
- Working knowledge of Law 13/2003 (or its current amendments) and standard procedural requirements for termination, including documentation and notice standards.
- Experience managing HR across multiple physical locations preferred.
- Fluent in Bahasa Indonesia and English, both written and spoken, with ability to draft formal legal-adjacent correspondence in both languages.
- Prior exposure to hospitality or healthcare/clinical staffing environments is an advantage given Cocoon's dual clinic/resort model.
- Strong judgment under pressure and comfort delivering difficult conversations directly to staff and managers.
