With a growing portfolio of large-scale developments, the company manages every stage of the development lifecycle, from land acquisition and infrastructure planning to construction, utilities, and operational readiness. The current flagship project is a mixed-use coastal development comprising luxury hospitality facilities, residential villas, and supporting infrastructure, requiring world-class engineering execution and long-term operational sustainability.

Job Role

The Head of Infrastructure is a senior leadership role responsible for overseeing the complete planning, execution, commissioning, and operational readiness of all site-wide civil infrastructure and utility systems within a large-scale integrated resort development.

Reporting directly to executive management, this position leads the overall infrastructure delivery strategy, ensuring all civil works, utility installations, contractor activities, budgets, quality standards, and project risks are effectively managed throughout the project lifecycle. The successful candidate will work closely with consultants, contractors, project teams, and operational stakeholders to ensure infrastructure assets are delivered safely, efficiently, and in accordance with the project's master development plan.

Key Responsibilities

• Lead the end-to-end delivery of civil infrastructure and utility works, ensuring projects are completed safely, on schedule, within budget, and aligned with the overall masterplan.
• Review engineering surveys, technical designs, specifications, and construction documentation to identify constructability issues, technical conflicts, and project risks prior to execution.
• Develop, manage, and monitor infrastructure programs, project schedules, procurement activities, budgets, and overall delivery performance.
• Lead and coordinate multiple contractors, consultants, and specialist subcontractors across simultaneous infrastructure work packages.
• Establish and enforce quality assurance, quality control, health, safety, and environmental (HSE) standards throughout all construction activities.
• Oversee commissioning activities for electrical systems, water supply, drainage, CCTV, communications, and other utility infrastructure before operational handover.
• Monitor project progress, contractor performance, cost control, procurement dependencies, and project risks while implementing corrective actions where required.
• Prepare executive reports covering project status, budgets, schedules, risks, key decisions, and infrastructure performance.
• Build, mentor, and lead the infrastructure delivery team while fostering collaboration across engineering, procurement, finance, and operations functions.
• Ensure all infrastructure assets are fully documented, including testing records, as-built drawings, warranties, commissioning reports, and operational handover documentation.

Candidate Requirements

• Bachelor's degree in Civil Engineering, Construction Management, or a related engineering discipline.
• Minimum 10 years of experience delivering large-scale civil infrastructure projects involving multiple work packages and specialist contractors.
• Minimum 3 years of experience in a senior leadership role overseeing complex infrastructure developments such as integrated townships, master-planned residential communities, industrial parks, hospitality developments, resorts, or mixed-use projects.
• Strong practical experience managing earthworks, roads, drainage systems, stormwater infrastructure, retaining structures, slope stabilization, and site-wide utility installations.
• Solid understanding of construction methodologies, geotechnical considerations, structural risks, quality management, contractor performance, and project scheduling.
• Proven experience coordinating utility infrastructure including electrical distribution, water systems, CCTV, telecommunications, and related services.
• Proficient in project scheduling software such as Microsoft Project or Primavera P6, with the ability to review engineering drawings prepared using AutoCAD and Civil 3D.
• Strong leadership, stakeholder management, problem-solving, decision-making, and contractor coordination capabilities.
• Professional fluency in spoken and written English is required to collaborate with international stakeholders and prepare technical reports.
• Willingness to be based full-time on-site in South Lombok, Indonesia.
