Job Purpose
The Purchaser will oversee the sourcing, negotiation, and timely delivery of specialized M&E materials, equipment, and consumables for our scope at the IWMF Tuas project. You will work closely with the on-site engineering team, project managers, and vendors to ensure all engineering components meet rigorous project specifications, environmental standards, and cost-control targets.
Key Responsibilities
Source, evaluate, and purchase M&E materials, including but not limited to: electrical cables, switchboards, trunking, HVAC systems, ducting, piping, pumps, valves, and fire protection equipment.
Handle the end-to-end procurement process: issue Request for Quotations (RFQs), prepare comparison sheets, issue Purchase Orders (POs), and verify delivery orders/invoices.
Review technical specifications against engineering drawings to ensure correct parts and materials are ordered, reducing variation order risks.
Negotiate competitive pricing, payment terms, and delivery schedules with suppliers and sub-contractors to align with project budgets.
Manage vendor performance, ensure adherence to contract terms, and handle disputes regarding material discrepancies or defects.
Identify cost-saving opportunities through bulk purchasing, alternative sourcing, or value-engineering options without compromising project quality.
Coordinate with site storekeepers, logistics teams, and suppliers to manage delivery schedules, ensuring zero downtime for on-site installers.
Track critical, long-lead items (such as specialized pumps, heavy cables, or customized air handling units) to safeguard the master project timeline.
Assist in arranging custom clearances or site-clearance passes for specialized delivery vehicles into the Tuas Nexus zone if required.
Maintain precise procurement documentation, logs, and cost-tracking trackers for regular audit checks.
Ensure all purchased materials carry necessary statutory approvals (such as BCA, PUB, NEA, or local testing certifications) as dictated by the IWMF client specifications.
Support the HR and Finance departments with accurate invoice verification and end-of-month progress claims.
Job Requirements
Experience: Minimum 3 years of hands-on procurement experience strictly within an M&E sub-contracting environment or large-scale infrastructure project.
Education: Diploma or Degree in Mechanical/Electrical Engineering, Supply Chain Management, or a related discipline.
Technical Knowledge: Deep understanding of M&E materials, hardware components, and standard market pricing in the Singapore construction industry.
Project Familiarity: Prior experience handling procurement for mega-projects, public sector works (NEA, PUB, LTA), or process plants (water reclamation, waste-to-energy) is a major advantage.
Attributes: Strong negotiation, interpersonal, and communication skills to deal effectively with suppliers and project teams.
Software Competency: Proficient in MS Office (especially Excel), and experienced with ERP/Procurement software.
Mobility: Willingness to work in or travel to the Tuas site area regularly.
