Job description for Principal Manager, Data Capability Planning, Change and Adoption at Public Service Division, Singapore Government
This role reports to the Deputy Director (Data Strategy and Capabilities Building) and drives organisation-wide Data Analytics and AI capability planning, change management and adoption. The role focuses on ensuring that Data and AI initiatives are organisationally ready, adoptable and sustainable, working closely with the Data Strategy, Analytics and Infrastructure teams.

Key responsibilities include:
Lead organisation‑wide Data Analytics and AI capability planning, change and adoption efforts to support enterprise priorities
Translate enterprise Data and AI strategies into clear plans, roadmaps and coordinated workstreams.
Oversee Data Analytics and AI capability development across the organisation, ensuring initiatives are aligned, scalable and sustainable.
Provide planning, coordination and light oversight across engagement and capability workstreams, including adoption and readiness workstreams.
Guide and shape engagement approaches to support effective Data and AI adoption, ensuring initiatives are aligned with enterprise strategy and integrated with technical and planning efforts.
Review engagement plans, adoption outcomes and capability insights to assess the effectiveness of engagement approaches and recommend adjustments to improve adoption outcomes.
Track progress, risks and dependencies across Data and AI initiatives for consolidated management reporting.
Work with the Data Analytics vertical to support the transition of initiatives from exploration into operationalisation and scaling, where appropriate.
[What we are looking for]
Requirements
At least 6–8 years of relevant experience in programme management, transformation, data or digital roles.
Strong ability to operate across technical and non‑technical contexts.
Good understanding of enterprise Data and AI considerations, including governance and infrastructure.
Strong planning, synthesis and stakeholder coordination skills.
Comfortable operating across strategy and execution in a complex organisational environment.
