What You’ll Do
Procurement and monitoring of consultancy, construction and supply contracts to ensure timely execution and completion of Gas Transmission Pipeline and associated facilities development projects
Implement all aspects of Gas Transmission Pipeline and associated facilities development projects
Preparing development concept plan including pipeline routes and procuring authorities approval
Preparing projects cost estimates and budget
Preparing technical specifications, front-end design and engineering and implementation schedule
Monitoring construction activities until commissioning
Monitoring project expenses to keep within budget
Handing over completed pipeline and facilities to O&M group
Preparing, monitoring and safekeeping project progress reports and activities records
Liaising and co-ordinating with shippers and end users for each project during commissioning
Co-ordinating with authorities, third parties and other SPPG divisions
Supervision and monitoring of respective project consultants and contractors to ensure design, engineering and construction works comply with statutory requirements, standards, codes, technical specifications, best industry practices and workplace safety and health requirements
Preparation of work procedures and instructions to ensure safe, timely and quality work execution.
Provide leadership to the team including influencing decision of staff performance, promotion, transfer, disciplinary action
What You’ll Need
Degree in Mechanical or Electrical or Materials Engineering or equivalent discipline from PE Board Singapore recognized university
Minimum 8–10 years’ experience in gas transmission pipeline and related station/facility projects or projects of similar nature.
Familiar with relevant codes and standards including AS2885, API 1104, API 6D, ASME B31.3, and ASME Section VIII.
Familiar with pipeline welding, welding qualification, and associated NDT requirements.
Experience in pipeline and station project execution covering design review, construction, testing, commissioning, QA/QC, and contractor management.
Able to review technical submissions, specifications, procedures, and inspection / test records for compliance with project and code requirements.
Strong coordination, technical writing, communication, and problem-solving skills.
Familiar with pipeline coating systems including 3LPE, field joint coatings, and coating requirements for special / odd-shaped fittings, will be considered an advantage.
Familiar with cathodic protection systems, including ICCP and sacrificial anode systems, for buried pipelines, will be advantageous.
