Role Summary / Scope

The Lab Facilities Director is accountable for the strategic planning, operational readiness, and ongoing management of the lab facilities. This includes ensuring regulatory compliance, facility and ABSL3 readiness, SOP implementation, lab standards, security, and service offerings. The Director will also oversee training programs, collaborative lab initiatives, and MOH coordination, ensuring timely delivery of all milestones while maintaining governance and risk controls.

The Lab Facilities Director is responsible for developing a Master Timeline Schedule with clear milestones, quarterly reporting, and KPIs, and for driving progress in alignment with organizational objectives.

Key Responsibilities

1. Strategic Facility Oversight

  • Own the end-to-end lab facilities readiness, from monitoring and coordinating of construction works, ABSL3 compliance to operational launch.
  • Track and report allfacility-related milestones to senior management.

2. Regulatory Compliance

  • Identify allregulatory approvals required (Before Build / During Build / After Build).
  • Ensure timelysubmission, follow-up, and closure of all regulatory matters.

3. Governance & SOPs

  • Lead SOP development,review, approval, and implementation.
  • Ensure operationalpolicies align with best practices, compliance, and audit readiness.

4. Lab Standards & Accreditation

  • Define labcredentials and certifications to achieve, with clear timelines.
  • Monitor ongoingcompliance to ensure readiness for audits and inspections.
  • Organize and monitorannual maintenance program (Lab Decon, Maintenance Schedule and annualcertification)

5. Lab Services & Strategic Positioning

  • Develop the lab’s service offerings and positioningrelative to Singapore lab ecosystem.
  • Create marketing/write-ups to highlight lab strengths forMOH and potential users.

6. Security & Risk Management

  • Identify andimplement physical and IT security systems.
  • Conduct risk assessment and implement mitigation plansacross lab operations.

7. Training & Conferences

  • Strategically plan tiered training programs for staff,conferences, and workshops.
  • Define target attendees, frequency, teaching staff resources,and other resource needs.

8. Collaborative Projects& External Engagement

  • Define outcomes, timelines, and alignmentwith organizational goals.
  • Coordinate with MOH PREPARE for follow-ups onsupply chains, compliance, and other operational requirements.

Requirements

Education & Qualifications

  • Bachelor’s degree in Life Sciences, Biotechnology, Biomedical Engineering, Laboratory Management, or related field.
  • Advanced degree (PhD/Masters preferred, particularly in Life Sciences, Biotechnology, Biomedical Engineer, Operations, Facilities Management, or Regulatory Affairs.
  • Professional certifications in Biosafety, Lab Management, Project Management (PMP), or ISO standards are highly desirable.


Experience

  • Minimum 10–15 years of progressive hands-on experience in laboratory operations, facilities management, or lab project management.
  • Proven experience in ABSL3 / high-containment laboratory setup, compliance, and operational readiness.
  • Experience with large animals in ABSL3 will be desirable.
  • Hands-on experience with regulatory approvals forlaboratory facilities (e.g., MOH, MHA/SPF, NParks AVS, PUB, NEA, SCDF, AVSimport permits, biosafety authorities).
  • Strong track record in SOP development, labaccreditation, and compliance auditing.
  • Demonstrated experience in leading cross-functional teamsand coordinating multiple stakeholders including legal, IT, and regulatorybodies.
  • Exposure to lab service offerings design, benchmarking,and strategic positioning is a plus.
  • Experience in risk assessment, mitigation planning, and security systems (physical & IT) for lab operations.
  • Prior involvement in training programs, conferences, or collaborative lab projects preferred.
