Job description for Assistant / Deputy Manager at Singapore Federation of Chinese Clan Associations
We are seeking a motivated and resourceful HR professional to join our Corporate Services team. This is a hands-on generalist role in which the incumbent will be responsible for the full spectrum of HR functions, as well as supporting both internal staff development and external capability-building initiatives for the Federation’s broader ecosystem.
Key Responsibilities
Human Resources Management
Manage end-to-end HR operations, including recruitment, onboarding, and offboarding
Lead the development, review, and implementation of HR policies and procedures, including the HR handbook
Coordinate performance appraisal processes and annual review cycles
Manage in-house monthly payroll processing, including verification of payroll data, claims, and statutory contributions
Maintain employee records and ensure compliance with employment regulations
Administer staff welfare initiatives and employee engagement activities
Provide HR advisory support to staff and line managers
Training & Capability Development (Internal & External Stakeholders)
Lead coordination of training and development programmes for internal staff, including needs identification, planning, and evaluation
Plan, coordinate, and support training programmes for leaders and members of the Federation’s member associations
Develop structured capability-building and competency frameworks and support related initiatives across the Federation and ecosystem
Corporate Services Support
Support cross-functional corporate services initiatives and process improvements
Provide administrative and coordination support for organisational projects
Requirements
Degree in Human Resources, Business Administration, or related discipline
3–6 years of relevant HR generalist experience
Strong knowledge of Singapore employment laws and HR best practices
Experience in HR operations and/or learning & development preferred
Strong organisational and coordination skills, with ability to manage multiple priorities independently as well as in a team
Good interpersonal and communication skills
Proficiency in English and Mandarin, both written and spoken, is required to engage stakeholders in the Chinese community
Experience in non-profit and membership-based organisations is an advantage.
