Job description for Senior Project Manager at Tiron Design & Build

Role Overview:

The company delivers well when problems are prevented on site and manages poorly when they are only explained afterwards. The purpose of this role is to close that gap permanently: to make quality control, material verification and programme discipline systematic and independent of the Director's personal involvement. The clearest measure of success is negative. Directors should stop finding defects. Procurement should stop correcting material quantities. Progress should stop depending on whether the Director has spoken to the site that week.

Key Responsibilities:

Quality control and technical verification

  • Operate a pre-execution inspection system: no element is cast, closed or covered without a completed and signed check covering dimensions and set-out, levels, verticality, orientation, reinforcement against drawing and bar bending schedule, hook and lap details, cover and formwork.
  • Maintain a defect register per project, recording item, root cause, corrective action, responsible party, deadline, and verified closure — with closure verified, not assumed.
  • Ensure the visual and architectural aspects most often missed — levels, verticality, orientation and dimensional accuracy — are checked as rigorously as the structure.
  • Review drawings before issue to site and resolve inconsistencies with the design team before execution, not during it.

Material, Cost, & Commercial Control

  • Approve material requisitions only after verification against approved drawings and calculations, actual site progress, previous deliveries and remaining stock. Approval is a certification, not a signature.
  • Maintain rolling material forecasts across structural, architectural and MEP items.
  • Maintain delivery and stock records reconciled against requisitions and delivery notes.
  • Track and report the cost and time impact of every defect and delay, so that efficiency and loss are measurable rather than assumed.
  • Control waste, material loss, and site security.

Programme & Progress Management

  • Maintain the master programme and S-curve per project, with weighted progress verified with the Quantity Surveyor.
  • Set and enforce weekly work plans with named responsibility and defined output
  • Where delay occurs, produce a recovery plan — revised schedule, manpower plan and defined actions — within 48 hours. An explanation of the cause is not a recovery plan.
  • Maintain a two-week look-ahead per project, with the resources and materials required to achieve it secured in advance.

Site Leadership, Discipline, & Vendor Management

  • Establish clear authority on site with the team, vendors, and mandor — agreed plans are executed, not merely communicated.
  • Follow up and escalate in writing, the same day, where instructions are not carried out.
  • Enforce site rules on attendance, idle time, cleanliness, waste disposal and conduct, through a defined warning system.
  • Run weekly coordination meetings that produce decisions and assigned actions, not status reports.
  • Manage vendor performance against contract, including quality, programme and rectification obligations.

Risk Management & Escalation

  • Maintain a live risk register per project, identifying risks before execution with mitigation and the owner.
  • Escalate to the Director before an issue affects cost, quality or programme — not after.
  • Give the Director bad news early and directly. The company treats early escalation as competence, not failure.

Reporting & Systems

  • Ensure daily and weekly reporting is submitted on time, in the formats set by the Design & Construction Lead, without reminders.
  • Reports must carry risk, action, owner, deadline and closure — not observation and minutes.
  • Build and document the systems so they survive personnel changes and operate without the Director driving them.

Team Leadership & Development

  • Lead, supervise and develop the site project managers, engineers and supervisors.
  • Delegate quality control to supervisors and foremen with defined standards and verification, so that inspection capacity is built rather than concentrated.
  • Set expectations and consequences clearly with the team, and apply them consistently.
  • Identify capability gaps in the site team and address them through training, restructuring or replacement, with recommendations to the Director.


Key Requirements:

  • Min. 10 years in construction project management, with at least 5 years managing multiple concurrent projects.
  • Bachelor's / Master's Degree in Civil Engineering, Architecture, Construction Management, or equivalent demonstrated experience.
  • Demonstrable structural site competence: reinforcement, formwork, set-out, tolerances, concrete works.
  • Experience managing vendors, subcontractors and mandor, including enforcement of contractual quality and programme obligations.
  • Experience building and operating QA/QC systems — checklists, defect registers, inspection records.
  • Programme management: S-curve, weighted progress, look-ahead planning, recovery planning.
  • Material control and quantity verification against drawings and bar bending schedules.
  • Working English and Bahasa Indonesia.
  • Experience in design-and-build delivery, working directly alongside a design team.
  • Experience managing and developing other project managers.
