Job description for Quantity Surveyor (QS) at PT China Win Win Engineering (Indonesia)
Job Responsibilities
1. Take charge of bidding for decoration projects, interpret drawings, calculate engineering quantities, prepare bidding quotations, budget documents and complete bidding materials, and support bid‑inquiry responses.
2. Prepare construction budgets and target costs after project award, conduct profit‑loss analysis and implement whole‑process construction cost control.
3. Review labor contracts and subcontracts for construction teams, verify labor unit prices, pricing methods, settlement and deduction clauses to avoid pricing risks.
4. Calculate monthly and milestone progress payments for each construction team, verify actual completed quantities, deduct penalties, material losses, retention money and other items, and complete team reconciliation and payment ledgers.
5. Compile project output statistics for clients, submit monthly progress payment applications and milestone construction fund documents, organize application materials, and follow up payment collection and reconciliation.
6. Calculate and verify engineering quantities and costs for project alterations, site visas and additions/omissions, and maintain an alteration and visa ledger.
7. Prepare, submit and review project final settlement documents, liaise with clients and third‑party auditors, and complete final reconciliation, price verification and settlement closure.
8. Review purchase prices and consumption of main materials, auxiliary materials and equipment, reconcile supplier statements, and analyse material cost variances.
9. Sort and file all budgets, quotations, contracts, visas and settlement documents, and maintain complete cost ledgers.
10. Collect and update market prices of labour and materials, maintain the corporate cost database, and prepare regular project cost‑analysis reports.
11. Comprehend English engineering documents, contracts and tender materials, and provide basic English cost support for overseas projects.
12. Cooperate with design, engineering, finance and other departments on quotation, cost checking, fund reconciliation and other collaborative tasks.
Job Requirements
1. 1‑3 years of working experience in decoration, fine decoration or commercial‑project budgeting, familiar with the whole cost workflow of decoration projects.
2. Basic English reading and writing skills; able to understand engineering English terms, English contracts and tender documents, and process overseas cost materials.
3. Proficient in CAD, Glodon, Microsoft Excel and other cost‑management software; skilled in quantity calculation and pricing.
4. Familiar with decoration construction techniques, material specifications, market labour rates, industry quotas, fee standards and tax regulations.
5. Experienced in the full workflow including bid quotation, progress payment application, team payment verification, alteration visa handling and final audit settlement.
6. Numerate, meticulous and accurate in calculation; strong awareness of cost control and risk management.
7. Good communication skills, capable of independent reconciliation with clients, auditors, construction teams and suppliers.
8. Diligent, principled, able to strictly safeguard confidential cost data; resilient under pressure and capable of managing multiple projects concurrently.
9. Major in Engineering Cost, Engineering Management or Architectural Decoration is preferred; overseas decoration project experience is an advantage.
