Job Purpose
Direct end-to-end HR and administrative functions by unifying strategic organizational development, global governance, and regional operational execution to ensure regulatory compliance, workforce optimization, and seamless business operations.
Key Responsibilities (Job Description)
- Strategic HR & Organizational Development: Formulate group-wide HR policies, SOPs, and organizational structures while aligning headcount allocation with long-term corporate growth.
- Full-Cycle Recruitment & Staffing: Lead strategic and operational talent acquisition, managing competency-based recruitment, psychological assessments, and timely target headcount fulfillment.
- Employee & Industrial Relations: Oversee labor compliance, manage employee grievances, enforce legal risk mitigation, and maintain strong industrial relations under local labor laws.
- HR Operations & Administration: Direct daily personnel administration, employment contract management (fixed-term and permanent), attendance tracking, and HRIS data integrity.
- General Affairs & Facilities: Manage corporate administration, facility operations, procurement, vendor contracts, and office budget optimization.
- Cross-Border Leadership & Reporting: Serve as the strategic bridge between regional business units and corporate headquarters, driving HR governance and performance metrics.
Job Requirements
- Education: Bachelor's or Master's degree in Psychology, HR Management, Law, or Business Administration.
- Experience: 5–10 years of progressive HRGA experience with a proven track record managing both strategic planning and ground-level execution in multi-site or multinational environments.
- Technical Skills: In-depth knowledge of local Labor Laws, industrial relations, and statutory compliance requirements., Strong background in competency-based hiring, psychological assessment evaluation, and HRIS platforms., Expertise in Strategic Workforce Planning, SOP development, and contract administration.
- Leadership & Language Skills: Strong executive leadership, cross-cultural communication, and stakeholder management abilities & Professional fluency in English and local languages (Mandarin proficiency is a strong advantage).
Key Performance Indicators (KPIs)
- Recruitment Target Rate: Percentage of regional and corporate hires completed on schedule.
- Headcount Alignment & Compliance: Structural efficiency and zero non-compliance issues in industrial relations.
- Employee Relations Resolution Time: Speed and effectiveness in resolving labor disputes and grievances.
- Administrative Service Satisfaction: Internal satisfaction levels regarding operational support and facility management.
