Job description for HRGA & Procurement at Recovered Indonesia
Reports to: Head of Programmes
Location : Surabaya
Job Purpose
Manage human resources, office administration, procurement support, asset management, and organizational services to ensure efficient organizational operations.
Key Responsibilities:
- Human Resources
- Lead recruitment, onboarding, and offboarding processes.
- Maintain employee records, employment contracts, attendance, leave, and personnel administration.
- Support employee performance management, training, and professional development.
- Ensure compliance with Indonesian labor regulations and internal HR policies.
- Promote employee engagement and a positive organizational culture.
2. General Affairs
- Manage office administration, facilities, utilities, office supplies, and company assets.
- Coordinate travel arrangements, accommodation, and logistics for staff and visitors.
- Oversee company licenses, permits, insurance, and other administrative requirements.
- Ensure a safe, organized, and efficient working environment.
- Support organizational events, meetings, and other operational activities.
3. Procurement
- Lead end-to-end procurement processes in accordance with organizational policies and donor procurement requirements.
- Develop procurement plans in coordination with project teams and operational departments.
- Prepare procurement documents, including RFQs, bid evaluations, purchase orders, contracts, and procurement reports.
- Coordinate vendor sourcing, supplier evaluation, negotiations, and contract administration.
- Ensure procurement processes are transparent, competitive, and fully documented to meet audit and compliance requirements.
- Maintain procurement records, supplier database, and asset documentation.
- Coordinate with Finance and project teams to ensure procurement activities align with approved budgets and implementation schedules.
- Support the development and continuous improvement of procurement policies, SOPs, and internal controls.
- Provide procurement support across multiple organizational projects as required.
Qualifications
- Bachelor's degree in Human Resources, Business Administration, Management, Supply Chain Management, or a related field.
- Minimum 3–5 years of experience in Human Resources, General Affairs, and Procurement.
- Strong understanding of Indonesian labor regulations and HR administration.
- Experience managing office administration, facilities, and asset management.
- Experience managing procurement processes, including competitive bidding, vendor management, contract administration, and procurement documentation.
- Experience working under structured compliance requirements or donor-funded projects is highly preferred.
- Strong organizational, documentation, negotiation, and communication skills.
- High attention to detail, integrity, and the ability to manage multiple priorities in a dynamic environment.
