Job description for HR MANAGER at PT MITR BLITAR MANIS

Job Description

  • Lead and manage end-to-end Human Resources functions, including Employee Relations (ER), Industrial Relations (IR), General Affairs (GA), and Administration.
  • Handle complex ER and IR matters, including disciplinary actions, grievance management, dispute resolution, labor union negotiations, and labor union-related issues to maintain industrial harmony.
  • Represent the company in discussions and negotiations with labor unions and proactively manage industrial relations issues to minimize operational disruptions.
  • Ensure compliance with Indonesian labor laws, company policies, and applicable regulations.
  • Act as a strategic HR Business Partner to factory management, providing HR insights and recommendations to support business objectives.
  • Oversee HR operations, including attendance management, payroll coordination, manpower planning, and shift scheduling.
  • Lead annual compensation review processes, including salary adjustments and merit increases, aligned with business performance and manpower cost planning.
  • Drive the implementation and continuous improvement of performance management systems to ensure fair, objective, and consistent employee evaluations.
  • Manage talent management initiatives, including performance appraisal, employee development, succession planning, and retention programs.
  • Monitor manpower costs and prepare HR reports, metrics, and analytics to support budgeting and strategic decision-making.
  • Develop, implement, and continuously improve HR policies, procedures, and programs.
  • Maintain accurate and confidential employee records while ensuring HR data integrity.
  • Lead investigations, disciplinary actions, and conflict resolution processes in accordance with company policies and labor regulations.
  • Manage industrial relations cases involving labor authorities (Disnaker), Bipartite, and Tripartite forums when required.

Qualifications

  • Bachelor's or Master's Degree in Human Resources, Psychology, Law, Business Administration, or a related field.
  • Minimum 10 years of HR experience, with at least 8 years in a managerial position.
  • Professional HR certification (e.g., CHRP, SHRM, CIPD, or equivalent) is an advantage.
  • Strong knowledge of Indonesian Labor Law and Industrial Relations practices.
  • Proven experience in handling labor unions, Collective Labor Agreements (PKB/CLA), labor negotiations, and industrial dispute resolution.
  • Strong experience in managing employee relations and industrial relations cases, including labor union grievances, disputes, and conflict resolution.
  • Mandatory experience in a unionized manufacturing environment.
  • Experience in handling cases with labor authorities (Disnaker), Bipartite, and Tripartite forums is highly preferred.
  • Experience with ISO, GMP, or other manufacturing compliance standards is preferred.
  • Familiarity with HRIS systems and HR analytics tools is an advantage.
  • Excellent communication, negotiation, leadership, and conflict-resolution skills.
  • Strong analytical, organizational, and people management capabilities.
  • Fluent in Bahasa Indonesia and English, both written and spoken.
  • Willing to be permanently based at the Company's factory in Cilacap, Central Java.
