Job description for Head of Mining Engineering - Konawe Utara / Kendari at Islamic Medical Service
Requirements:
• Education: Bachelor’s Degree in Mining Engineering or Geology Engineering.
• Certifications: Must hold valid POP, POM, and POU certifications (POU is mandatory for legal KTT status).
• Experience:
o Minimum 8+ years of working experience in underground mining, with proven experience as a KTT or relevant managerial and strategic roles for the last 3-5 years.
o Particularly 3-5 years of nickel mining experience, with hands-on experience in greenfield projects, including Exploration and Discovery, Project Evaluation and Studies, Permitting and Social License, Project Financing, Engineering, Procurement, and Construction, and Commissioning and Ramp-Up.
o Strong involvement in the geological parts of the mining, from Pre-Exploration (Reconnaissance & Prospecting), Exploration (Early to Advanced), Planning & Evaluation (Feasibility Studies), Construction, Production, and Operations.
• Technical Expertise:
o Deep knowledge of ESDM regulations, RKAB procedures, and technical nickel mining operations.
o Expert in Mine Planning, Grade Control, Stockpile Management, and Nickel Shipping.
o Experienced in Budgeting, Cost Control, and Cost Management, and Contractor Management.
• Personal Qualities:
o Strong leadership and decision-making capabilities.
o Excellent communication, negotiation, and stakeholder management skills.
o High resilience, high integrity, discipline, and a strong sense of responsibility.
o Excellent government stakeholder management skills.
• Language: Adequate English skill, to understand technical terms, and daily coordinations.

Responsibilities:
• Regulatory Compliance & Government Liaison
o Execute all functions and responsibilities as the Head of Mining Engineering (KTT) in accordance with prevailing ESDM regulations for nickel mining.
o Serve as the official company representative for technical coordination with government agencies, including the Ministry of Energy and Mineral Resources (ESDM), Provincial ESDM Offices, and Mining Inspectors.
o Lead and coordinate the application and renewal of mining permits, including WIUP, IUP (Operation Production), Jetty/Port Permits, RKAB Approvals, and other environmental/technical licenses.
o Manage timely periodic reporting to ESDM regarding production, technical, and environmental compliance.
• Strategic Planning & Documentation
o Lead the preparation, control, and evaluation of strategic company documents: RKAB (Work Plan and Budget), Feasibility Studies (FS), and technical/economic feasibility assessments.
o Coordinate the preparation and evaluation of environmental documents (AMDAL) and other mandatory mining technical documents.
o Establish and oversee mine designs (Short-term & Long-term mine plans) and production strategies to ensure optimal reserve utilization.
• Production & Operational Oversight
o Assume full accountability for the nickel mining operational cycle: planning, implementation, production supervision, and cost control.
o Oversee daily field operations, including overburden removal, ore getting, hauling, stockpile management, and shipping to ensure they are effective, efficient, and safe.
o Implement and monitor Grade Control strategies to achieve nickel quality and quantity targets as per the approved RKAB.
• Safety, Health, & Environment (HSE) Leadership
o Establish and supervise the application of Good Mining Practices (GMP), including mining safety (K3), environmental management, and mineral resource conservation.
o Consistently implement and evaluate the Mining Safety Management System (SMKP) across all work areas.
o Manage environmental impacts and ensure strict compliance with waste management and reclamation standards.
• Team & Contractor Management
o Appoint, mentor, and evaluate Operational Supervisors, Technical Supervisors, and the Head of Operations (PJO) in accordance with regulations.
o Ensure all contractors and mining service companies comply with technical standards, ESDM regulations, and safety protocols established by the company.
